Exodus 18:25-27 King James Version (KJV)
25 And Moses chose able men out of all Israel, and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens.
26 And they judged the people at all seasons: the hard causes they brought unto Moses, but every small matter they judged themselves.
27 And Moses let his father in law depart; and he went his way into his own land.

25 He chose capable men from all the Israelites and made them leaders over the people; they were officers over groups of thousands, hundreds, fifties, and tens. 26 These officers solved disagreements among the people all the time. They brought the hard cases to Moses, but they decided the simple cases themselves.
27 So Moses sent his father-in-law on his way, and Jethro went back to his own home.

25 Moses by God leading him chose these leaders that would become known later by the name judges.
26 They were to decide these cases by what scripture said which means they needed to know scripture and so do we so that we can live by His word and live for Him. They didn’t have all the answers though and needed help at times; we always need the Lord’s help in our life.
27 Jethro wasn’t going to come into the Promised Land with them so he went back home. We have people that come into our life for a time and then they are gone but the Lord never will leave us.
